Strategic Plan 2025-2028
This Strategic Plan establishes the framework for the work of the Commissioner’s Office between 1 July 2025 and 30 June 2028. It sets out four strategic priorities, each with a corresponding objective, set of initiatives, and intended outcomes and impact.
The Strategic Plan, developed between April and June 2025, draws on insights from submissions and consultations. The Office consulted with people with lived experience, business, civil society, government, academia and other stakeholders with diverse expertise across Australia’s anti-slavery movement.
The Plan is aligned with the Commissioner’s statutory functions set out in the Act and underpinned by a theory of change. The theory of change connects our planned activities to the intended short and long-term outcomes we seek to achieve. This connection between action and impact, along with consultation input, has guided our decisions on the allocation of the Commissioner’s resources over the next three years of the Office’s operation.
